Krasnodar, 16 October – Yug Times. At the beginning of the school year, schoolchildren’s parents have to open up their wallets widely – and not only to buy textbooks, a satchel and a uniform; what they often also have to pay is called ‘expenditures for the class’s needs.’
Monitoring of social networks and parents’ surveys prove that the most ‘popular’ expenditures are as follows: tidying up of the schoolyard and the classroom; guards of the school; purchases of consumables (paper, cartridges, coolers, water, toilet paper, soal, etc.). Apart from that, the parents would often raise money for presents for the teachers and school managers.
Responding to numerous parents’ complaints, the regional administration asserted that school equipment, textbooks and teaching aids are all financed from the regional budget, while costs of maintenance and repairs of school buildings and guards of schools are covered by municipal budgets.
“There are many complaints about ‘extortions’ in schools – that should not happen. Any aid from parents has to be accepted on a voluntary basis only. The only thing a school may ask the parents to pay for is school meals – but even in this case the parents may refuse to pay. The parents donate money only of their own free will,” vice governor Anna Minkova stressed.
She instructed that deputy municipality heads of should discuss this issue with headteachers.
