Krasnodar, 16 January – Yug Times. This is really a hot issue, because reeking collapses occur regularly in the Kuban region.
After the Christmas holidays, Krasnodar had once again merely escaped being drowned in garbage. As soon as they stopped being able to see the refuse bins behind the piles of garbage, the townsfolk began to expand the radii of the dumps, heaping on full packs of garbage at the foot of wastemountains.
Speaking with the journalists during the last press briefing of the 2018 year, City Mayor Yevgeni Pervyshov said that he had always believed that fight with household waste was his toughest task. “There are several reasons for the accumulation of waste,” he explained. “Two years ago, the supervisory and controlling authority over the disposal of solid household waste was withdrawn from [the city] and handed over to the regional operator – the Refuse Collection Company LLC. This is why we cannot control the work schedule of the garbage trucks. The wastes the [said] company is responsible for are disposed within the set limits; the rest are excess beyond their contracts.”
Mr. Pervyshov promised the Krasnodar dumps will be ‘purged’ during the first two months of 2019, and charged his deputy Yevgeni Zimenko to write a request to the regional Ministry of Fuel and Energy Complex and Housing and Communal Services asking them to return the garbage collection power back to the municipality. He added that neither money assigned from the budget nor clearout of the unauthorised dumps may resolve the problem once and for all. What is needed is to alter the people’s mentality, because it’s people who produce all these dumps.
The City Hall plans to organise explanatory work with the residents, private housing management companies and municipal housing offices – that is, with all those who are responsible for the upkeep of garbage collection areas and garbage disposal. To make the city clean, every person must observe certain rules: for instance, to throw only household and food waste and old clothing into refuse bins – and to order special collection containers to dispose of debris and bulky waste.
