Many local residents continue to use this mechanism as a popular form of governmental support. It is available for people who are in a difficult financial situation. They most often use the obtained funds for the development of their own business. Anzhelika Shovgenova was one of those who decided to open her own business with the help of the state. She is a tailoring repairer, and she had worked as a seamstress for 22 years. Anzhelika worked at a private enterprise, but then decided to open her own business, as she had already gained enough experience. A social contract helped the aspiring entrepreneur to do so. Having collected the necessary package of documents, she soon received 350,000 roubles which she spent on the purchase of sewing machines.
