Krasnodar, 14 October. The huge migration flow and chaotic housing development in Krasnodar have led to a big want of schools in the city. 

Now new social facilities are being actively designed and constructed. 

According to the newly adopted General City Plan, more than 200 schools will be built in Krasnodar during the upcoming 20 years. Most of them will be constructed in the Prikubansky City District. 

Currently, there are more than 100 schools in the city. On September 1, over 183,000 students went to school, including about 23,000 first-graders. Four new schools opened in September in Krasnodar. 

In order to resolve the problem of overcrowded schools, the city authorities decided to get rid of infill construction projects – now any new construction project will be approved if it is joined with the plan to build social facilities.

 For several years, a possibility to introduce moratorium on construction of residential high-rises has been discussed in Krasnodar. This is how the supporters of this idea want to shorten the gap between the construction speeds of residential and social facilities. 

The main difficulty in dealing with the want of schools in already existing residential neighbourhoods is lack of the land to build new schools on. 

“The State Duma considered the bill providing for a possibility of legal withdrawing the land for social facilities. 

As a result, the bill was never adopted, so now the municipality may not buy a land parcel to build a social facility on it,” a construction expert explained. 

Last summer, a number of changes were introduced into the city’s construction standards; in particular, the calculating formulas applied for the construction of schools were updated. 

Now the number of population needed to build a new residential neighbourhood will be determined by dividing its total area to 22 square metres (in the past, the figure was 30 square metres). 

The lowered coefficient will allow to design more schools and kindergartens. 

The main topic of the public discussions was the regional deputies’ decision to remove the standard of 126 students per 1,000 inhabitants when designing a school. Now the required school occupancy is calculated by a special formula – namely, the ratio between the number of children and the total number of inhabitants according to the last census. 

The federal statistics affirms that at present Krasnodar has a little bit more than 1.2 million inhabitants.
