Krasnodar, 31 December. Our today’s interviewee is Yuri Burlachko, Chairman of the Legislative Assembly (Parliament) of Krasnodar krai.
Q.: Do regional deputies take measures aimed at development of all municipalities on the whole?
A.: In 2021, we adopted a string of statutory and regulatory enactments in the interests of local municipalities. Say, in November we raised by 15% (from 35% up to 50%) the rate of contributions to municipal purses taken from the tax imposed in case of the use of simplified tax system. When taking this decision, we thought that it would push the municipal powers to increase the number of entrepreneurs eligible for simplified tax system. We try to preserve the unique natural resources of the Kuban region from illegitimate felling and construction activities. This is why, it was an important thing for residents and visitors of Tuapse and Goriachy Kluch to establish urban woodland zones – the corresponding resolutions were adopted in July and September. Such localities as Novorossiysk, Krasnodar, Armavir and Mostovskoi also have similar green belts.
Q.: Which of the initiatives related to the seaside cities would you like to single out?
A.: According to the new amendments, the 500-metre seaside area has become a priority stripe for spas, recreation facilities and children’s camps. High-rise condo towers may not be built there. The height of the buildings erected within 100 m off the shore may not exceed 21 m; from 200 to 300 m – 25 m; and from 300 to 500 m – 30 m.
Q.: At the end of the year, the deputies approved the bill increasing the resort fee. Will this decision not affect negatively the tourist flow?
A.: When established, this fee was thought to be a mechanism helping to upgrade the resort sphere. It really became of big help to our municipalities. According to the Ministry of Resorts, over 164 million roubles were collected in the municipalities taking part in this experiment since the beginning of the year. This money was spent for landscaping and development of the resort infrastructure. Say, a skate ground was opened in Yeisk for the money collected as the resort fee. Our holidaymakers can see well where the money is going. We need to keep on developing our resorts. The amount of the [resort] fee will still be quite democratic and affordable to all.
Q.: Special Days of Municipalities have become an important part of the work of the Legislative Assembly. How many suchlike activities have been held so far?
A.: Over the past five years, such work has been done in 21 municipalities. We controlled the implementation of this initiative in 9 urban districts and rayons. Besides, a number of controlling resolutions is under preparation. Our task is to cover all municipalities, and we are not going to stop this activity.
