Krasnodar, 23 April. Today our interviewee is Aleksei Semionov, Head of the Administration of the Russian Federal Tax Service in Krasnodar krai.
Q.: Looking at the tax results of the year 2020, what did it bring to the regional budget?
A.: There is no doubt that the economic ad consumer downturn against a background of restrictions caused by coronavirus negatively affected the flow of revenue. In total, the [Krasnodar] region sent nearly 576 billion roubles to the federal budget, which was by 13.2 billion less than in 2019. The budget assignments on revenue flow into the consolidated regional budget prescribed in the amount of 250.5 billion roubles and administered by the Federal Tax Agency were fulfilled by 104.3%. Personal income tax – the main budget revenue generating charge – gave 97.5 billion roubles (105.9% to the sum collected in 2019). Corporate income tax brought 61.8 billion roubles; property taxes gave 56.2 billion roubles; special tax treatments collected 27.2 billion roubles.
Q.: Explain in more detail how no-touch interaction with taxpayers is working. What services were most popular during the pandemic?
A.: The official website of the Russian Federal Tax Agency contains more than 50 services, which enables to settle virtually any issue from the comfort of one’s home. With the help of dashboards, enterprises could submit applications for subsidies or – if deciding to stop their activity due to unfavourable epidemiological situation – applications for deregistration without electronic signature. The opportunity to get tax deductions via the ‘Individual Income Taxes’ mobile application became one of the most sought-after services. Taxpayers got a chance to fill out and address personal income tax declarations to the tax authority with three clicks. In 2020, 214,000 persons submitted their declarations online. Currently, 711,000 natural persons, 128,000 individual entrepreneurs, and 33,000 companies have their dashboards opened with our website.
Q.: Regarding the governmental support announced at the beginning of the high alert regime: how many taxpayers applied for subsidies?
A.: Over 184,000 applications were submitted in the context of staff retaining strategies (subsidies to the total amount of 4.4 billion roubles were granted to 65,000 taxpayers and 185,000 employees); 16,500 applications for coronavirus prevention activities were sent.
Q.: Since last July, a new tax regime has been working in the region: self-employment tax. How many persons have been registered as self-employed individuals?
A.: Thus far, over 70,000 persons are registered in the system. Of them, 49,700 were not registered as individual entrepreneurs. They paid more than 96.6 million roubles in taxes over this period of time.
Q.: What about the increased rate of personal income tax? Who will become subject to the new tax?
A.: In 2021, the tax rate was increased from 13% to 15% for incomes in excess of five million roubles a year.
