Single Rules for Permit Issuers

Krasnodar, 8 December. All Kuban municipalities will reportedly be guided by the same manual for the purpose of issuing high-rise construction permits. 

The manual will be elaborated by the regional authorities. It will describe all parameters to be checked by town council officials before issuing such permit. First Vice Governor Andrei Alekseyenko noted that presently such violations often occur as overcrowded housing development, lack of the sufficient number of social facilities, deviation from permitted construction limits, and housing development without design documentation. 

The regional Department for Architecture and Urban Planning will have to develop precise instructions to avoid mistakes at the local level, where construction permits are often issued with only formal observance of requirements.

Since now, the local authorities will have to check the design for compliance with the functional zoning shown in the local master plan, the number of inhabitants, and coverage wit social infrastructure and car parking spaces. Mr. Alekseyenko recommended that the organizations that develop design concepts should also be subject to auditing.
