Krasnodar, 19 August. Last week, deputies of the regional Legislative Assembly held the 42nd extraordinary distance session, where they adopted the resolution on positive feedback to the draft federal law “On youth policy in the Russian Federation.” The Legislative Assembly Chairman Yuri Burlachko was quoted as saying that the bill had been developed to promote the provisions of the renewed Russian Constitution.
“Although many regions have relevant legislation, there was no law of the federal level that would cover such an important direction,” Mr. Burlachko commented. “The federal legislator determined the reviewed bill as a ‘vector’ act to create a single legislative field in the sphere of youth policy and become the framework for cooperation of all subjects acting in this sphere. Besides, provisions of this law lay foundation for further legal regulation of youth policy at the federal, regional and municipal tiers of authority with active involvement of the youth to resolve issues significant to them.
In particular, the bill suggests that the following notions be defined at the federal level: youth, young family, youth policy, youth public associations, etc., and legalise the status of citizens referred to as the youth. The law defines ‘youth’ as persons aged 14 to 35.
