Krasnodar, 15 April. Our today’s guest is Andrei Alekseyenko, First Deputy Governor of Krasnodar krai (province).
Q.: How does the current situation with hoodwinked co-investors of housing construction projects look like, and what are the authorities working on in this respect?
A.: The Fund for Individual Rights was founded in 2019 as a state company. It has signed contracts for the total of about 110 million roubles, and now it is engaged in the completion of construction of the long-delayed projects. Currently, the construction of eight projects has resumed. As for seven other projects, it was decided to pay compensation to their co-owners – and 95% of them have already received the money. We were frequently asked about the Sem Vershin Residential Complex – I can announce that the decision has been found: this project will be completed. The works have already begun, and the total volume of investment has amounted to 300 million roubles.
Q.: How many construction companies have been detected to be working using rogue schemes?
A.: I think that it is the prosecutor’s office that may provide a more correct answer to this question. What I can say is that 1.5-billion-rouble worth violations were detected, mainly inappropriate expenditures, of which 1.4 billion roubles have been recovered. But I would not call it malicious fraud – I would say, it was rather financial incompetence of the building company. Now the construction companies are using a more professional approach, which is another proof of the fact that our work is bringing results.
Q.: How are the search for and selection of the investors for the completion of frozen construction projects being performed?
A.: In 2018, a special regional law was elaborated in Krasnodar krai. It provided for a number of support measures for the investors and constructors that announced their preparedness to take up and complete a long-delayed project. First of all, what is at issue is state subsidies to be granted to complete nearly-ready projects. Another measure is a possibility of reclassifying the land parcel from state property into the property of a socially oriented constructor. The land is our most expensive resource, which is why we made a list of the land parcels that can be reclassified. Apart from that, we have an interdepartmental commission in charge of both problematic projects and those which are being completed by new investors. The commission consists of representatives of all relevant departments, and it immediately reacts to all difficulties the investor may be facing when completing the project.
Q.: Which projects need investors most of all?
A.: Those which are not covered by state support measures: first of all, the co-owner projects that were built by housing cooperatives rather than construction companies – although de-facto their co-owners can also be referred to ‘cheated holders’, de-jure they are shareholders, and the government cannot compensate them for their expenses or complete their projects (which had been built by a group of private individuals) at the state cost. This is why we are helping such citizens to find the investors.
Q.: When will the problem of cheated co-owners be finally resolved in Krasnodar krai?
A.: Currently, there are 275 long-delayed construction projects in the regional register. What we are planning is either to have these projects completed or begun to get completed, or to have the compensation paid to all co-owners who bought their flats there, by the year 2023.
