Krasnodar, 28 February – Yug Times. Justice is considered administered when a court decision has been executed. And the court bailiffs service is the only body of state executive power authorised to carry out compulsory enforcement of the court verdict.
Our toady’s interviewee is Dmitri Tkachenko, acting chief court bailiff of the Krasnodar region.
Q.: All top managers have their own management styles. What is your management strategy based on?
A.: First of all, it is based on rigorous compliance with law and protection of citizens’ rights and lawful interests. Another important feature is the policy of openness of our work to mass media and all citizens.
Q.: Are there any aspects of work that you consider as highest priority tasks?
A.: Not only I, but our agency on the whole takes factual execution of all incoming writs and carrying out of all distraints. At the same time, I will put a special emphasis to control the socially important categories of court enforcement proceedings.
Q.: Recently, we wrote about collection of millions of roubles of unpaid wages by a company from Yeisk. What was the total amount of wage arrears paid to the deceived employees last year?
A.: The total amount of collected payroll debts was 315.7 million roubles. Besides, two criminal proceedings were initiated against two employers.
Q.: Our weekly follows the issue of social protection of orphaned children. What did your agency do in this sphere last year?
A.: On this issue, our office closely cooperates with the regional Ministry of Labour and Social Development and the regional Prosecutor’s Office. For 2019, 1.74 billion roubles have been allocated from the regional budget to support the program aimed at provision of housing to orphaned children and children deprived of parental care.
Q.: We live in the time of digital technologies. What does the Court Bailiffs Service do to make the people’s lives easier?
A.: There is a number of online services available at the official website of the Federal Court Bailiffs Service, like the “Personal account of a party to enforcement proceedings” where people may receive updated information about the bailiffs’ activities and the materials of the proceedings. In 2017, we received 9,255 applications; in 2018 - 23,850.
