Krasnodar, 9 October – Yug Times. Ivan Kvashura, Head of Department, Senior Bailiff of the Inter-District Department of Special Executory Processes of the regional branch of the Federal Bailiffs Service:
“We are a kind of ‘in-house group of commandos’ engaged in cases of high social importance. My department deals with legal entities whose overdue debts exceed 20 million roubles, and physical persons with debts over 10 million roubles.
“Besides, we are charged with executory processes initiated by the regional prosecutor; recoveries of penalties from persons that committed corruption crimes; processes on demolition of [unlawfully built] high-rise blocks of flats; budget recoveries, and so on. “Back in 2014, when I was appointed Head of Department, we worked with about 4,500 executory processes; in 2017, their number was 15,000, i.e. three times more. Even though our staff has risen from eight to fifteen, the workload has become much bigger.
“Every bailiff is in charge of an individual amount of cases: some may be managing as many as 1,500 cases a year, others - 200 cases. Somebody works with penalties charged for criminal offences, others deal with bribetakers. I divide the workload according to the qualifications and experience of my staff, and the complicacy of the cases. “All processes our Department deals with are rather important. Of course, we deal with unfinished construction projects - these are extremely painful situations that infringe upon the interests of many people that invested in their flats but were never able to get them.
“Currently we are dealing with six or seven construction companies that can be referred to as malicious defaulters.
“We take every case specifically and try to find the resources hid by the swindlers to return people their money.
“Our agency uses different tools to ensure repayment of debts to the budget, contractors, banks and physical persons. The list of such tools includes ban to exit the country, deprivation rights of car owners, arrest of bank accounts and property. There are different tools applicable for different cases.
