Krasnodar, 17 January – Yug Times. Russian Ministry for Economic Development has developed a monitoring system of regulatory impact analysis (RIA) in the Russian regions in 2017.
By giving the society a real opportunity to participate in the legislative process and allowing the authorities to take better weighed decisions, RIS is known to help improve the investment climate in the regions. Thus the rating developed by the Ministry has shown that Kuban ranks high among the leading regions in RIA development.
At the national level, the RIA procedure was introduced in 2010. Four years later, it became compulsory in all Russian regions. However, RIA had come to the Krasnodar region much sooner — in December 2012, the governor approved the regional RIA procedure, and since then Kuban acted as a ‘pilot’ region where the procedure of examination of legislative documents was efficiently applied.
From January 1, 2014, it became compulsory for all legislative enactments meant to govern entrepreneurship and investment activity. Its aim is to reveal the provisions that may without reason impede the entrepreneurial or investment activity.
From January 1, 2016, similar work has been carried out in all municipalities and cities of the Krasnodar region.
Regulatory impact analysis and expert examination at the regional level, as well as methodological support of this work in the municipalities are the domains of the Financial and Legal Office of the regional Department for Investments and Development of Small and Midsize Entrepreneurship.
In 2013, the Krasnodar region came the second in the rating of the ‘pilot’ regions compiled by Ministry of Economic Development. In 2014 and 2015 it was the third; in 2016 it came the fourth. Finally, according to the 2017 results, Kuban was the second best ‘pilot’ region, narrowly following the Khabarovsk region. All other regions were left far behind. The Ministry’s report referred to it as the region that “achieved a significant success in regulatory impact assessment.”
