On 16 March the Russian Agency for Combating Economic Crimes will celebrate its 80th anniversary.

Our today’s interviewee is Police Colonel Viacheslav Yekimov, Head of the Department for Combating Economic Crimes of the regional branch of Russian Ministry of Internal Affairs. “Our aim has always been to defend budgetary money and protect private and corporate property from criminal encroachments in foreground branches of the region’s industry. However the main purpose of our work is not detection of a crime or some singular success but a complex approach to the protection of the economic interests of the Krasnodar region.”

Q.: The activity of your Department relates to investigations quite often dealing with very significant money. It must be not easy not to yield to a temptation to get advantage of it?

A.: The only possible variant is to work honestly. You know, we often have to deal with property damages – and the applicants are not only businesspeople whose turnovers amount to dozens of millions of rubles. More often it is plain people who seek our help – the ones that were cheated, led astray or got robbed by abuse of trust. For us it does not matter who is asking for help – an entrepreneur or a plain citizen.

Q.: An Economic Crimes Department officer’s work is not just collation of documents or inventory lists – quite often it means incorporation into a criminal gang and a serious risk…

A.: Our officers are first of all field officers who use the whole set of operations means provided by the law on operative investigation activity. Relying on the peculiarities of each concrete crime, the officers are free to choose the techniques they consider most appropriate for the case, including incorporation into a criminal structure.

Q.: What knowledge is required to do such work?

A.: All our officers have higher law education – this is the main acceptance criterion. Of course, economic background is a plus. Most frequently, our officers have two university diplomas.

Apart from the knowledge, it is the psychological qualities that are very important in the work of an investigation officer – like self-control, ability to establish contacts with different types of people, to get the required information, to get reincarnated and to improvise, to anticipate the criminals’ next steps and forestall them. This is why all our officers have passed a strict selection process.
