Participants at a roundtable organized by RBC South information agency for players of the refuse collection and storage market have discussed the peculiarities of their work in new conditions.
The discussion showed that Kuban as well as other Russian regions is not prepared to deal with the reformed pattern of solid domestic waste treatment.
The aim of the reform is to separately collect and recycle different types of domestic waste. According to the new pattern, 74 landfills must work in the Krasnodar region by 2019. As on now, only 11 of them have been issued all required permits and documents. The reason for that is lack of money in the local budgets: merely the development of a project costs about 10 million rubles, and the whole project may cost from 50 to 80 million.
“For a long time, we cannot get a licence because of the local authorities of the Slaviansk rayon who keep on initiating various [controlling] procedures,” said Vitali Kalinkin, Director General of the Ecologic Landfill Company. His colleague from Ekosfera (Ecological Sphere) expressed his confidence that without assistance of the authorities, business circles would hardly become able to organize separate collection of domestic waste.
