According to the information and legal portal Garant, over 440 amendments having to do with around 30 spheres of activity came into force on January 1.
Traditionally, alcohol and tobacco excises rose. Electronic cigarettes also became an excisable product. Excises for class 5 petrol and diesel fuel went up, too. Motorists will also have to study new fine rates: penalties registered by video cameras became stricter. For instance, such administrative offence as overspeeding by more than 80 km/h, if committed repeatedly, will result in the withdrawal of the driver’s licence for 12 months rather than merely a fine.
For the motorists, 2017 will be a year of electronic technologies. Electronic MTPL policies must be available everywhere. By the way, owing to amendments to the Tax Code, it will be cheaper to receive state services via Internet.
Since January 1, the employee’s qualification assessment procedure has changed. Now the applicants will have to pass an exam initiated by the employer or the competitor for that position. To perform such assessment which is paid by the employer, employees must give their consent.
According to other amendments, the limiting age for governmental officers has changed from 60 to 65 years; the minimum service period needed to be able to apply for a pension will also gradually grow from the present 15 to 20 years.
According to Ministry of Education, the significant changes to be introduced in 2017 in the procedure of the United State Exam, will raise the level of students’ knowledge and make the mechanism of the examination more transparent and less stressful. For instance, such tasks as tests will be excluded from all exams.
The real estate market will also change. Since spring 2017, construction companies will be obliged to pay 1% of the cost of the construction site to a special compensation fund which may be used if the construction has not been completed on time. Experts forecast that 2017 will be a complicated year for the constructors – mostly for the smaller ones that are building one or two objects only.
Finally, it is worth saying that in 2017 the authorities plan to launch practical approbation of the electronic passport (at the initial stage, it will serve as a backup for a conventional paper passport) that will contain maximum information about its holder.
