Krasnodar, 19 May. Our today’s interviewee is Dmitri Tkachenko, Head of the General Directorate of the Federal Bailiff Service in Krasnodar Krai, Chief Bailiff of Krasnodar Krai.
Q.: How can you briefly assess the results of your work in 2022: how many enforcement proceedings did you work with, and what was the amount of debts you managed to recover?
A.: The total number of enforcement proceedings that were dealt with in 2022 approximated to five million. The number of completed proceedings exceeded 2.3 million. And the total amount recovered by Krasnodar bailiffs equalled to 28.3 billion roubles.
Special attention was paid to socially important enforcement proceedings, such as recovery of alimonies, wage arrears, damages caused by crimes, and provision with vitally essential and necessary medicines.
Besides, last year we worked on suspending enforcement proceedings against conscripted citizens and military personnel engaged in the ‘special military operation.’ As a result, about 10,000 enforcement proceedings against this category of citizens were suspended.
Q.: How often is debtors’ property arrested to urge them to pay off their debts? What kind of property is mostly arrested then? Can bailiffs arrest and withdraw pets, and if yes, is such practice common for Krasnodar Krai?
A.: In case of failure to repay the debt, a bailiff applies such a constraint measure as arrest of the debtor’s property. By law, a court bailiff is entitled to arrest pets. Such cases did happen in Krasnodar Krai, but not over the past several years.
Q.: Can you name some unusual things that were arrested and withdrawn in the past few years? A.: Last October, we arrested and withdrew a twin-engine six-seat plane PA-34-220T in Dinskoi Rayon. Its owner had become debtor of 6.7 million roubles, including 3.5 million as unpaid taxes. Most frequently, court bailiffs may seize vehicles, and sometimes it can be premium-class cars. Say, last March a BMW-X6 was arrested in Ust-Labinsk; its owner had accumulated over a hundred unpaid traffic infraction fines.
Q.: Has the alimony dodger’s portrait changed?
A.: No, it remains as it was - a devil-may-care attitude, and nothing more. Mainly these are men of active working age - that is, they are able to earn money for their children.
