Krasnodar, 21 April – Yug Times. Today our interviewee is Vladimir Zakharov, Chairperson of the Arbitration Court of the North-Caucasian Circuit.
Q.: How did the work of the Arbitration Court of the North-Caucasian Circuit change in 2022?
A.: The statistics for 2022 proved the expected growth in the number of incoming cassations. Last year, we received 14,691 cassations, or by 220 appeals more than in 2021. To compare: in 1995–1997 the Court considered 2,000 cassations a year at most. The reasons for such trend are the stable growth of the number of natural persons and legal entities’ appeals to courts to defend their infringed rights and legitimate interests. On the whole, it means that Russian citizens perceive court as a mechanism to restore justice, and proves the growing public trust in judicial power.
Q.: Digitalisation is one of the main development trends of arbitration courts. Are you ready to such development, taking into account the increased load on judges?
A.: The 10th all-Russian Congress of Judges noted that Russian courts are among the first in Europe to adopt upto-date technologies ensuring accessibility of justice and possibility of remote participation in judicial proceedings. At the same time, technological upgrading of courts, active implementation of digital technologies and expansion of applications of electronic justice are part of the priority tasks of further development of the judicial system.
Digitalisation does not simply strengthen the principles of openness and accessibility of justice. It is a way to reduce time, labour and economic expenses and therefore to increase work efficiency of courts.
So far, we may be facing some weak points. For instance, holding a trial in the form of web-conference needs additional service documents. On the other hand, persons interested in protection of their rights have received an opportunity to remotely participate in the proceedings, which contributes to full realisation of their constitutional right of judicial defence within reasonable time and to achievement of goals of administration of justice.
