Krasnodar, 14 April – Yug Times. Our today’s interviewee is Armenak Tozlian, deputy of the regional Legislative Assembly from Sochi.

Q.: What key changes have of late occurred in Sochi?

A.: Over the last few years, Sochi has witnessed breakthroughs in many spheres: from resort aspects to implementation of socially important projects for the townsfolk. The municipality’s team has achieved record results. Last year, budget investments in the city infrastructure doubled. [The city authorities] are taking an active part in governmental programmes, successfully implementing projects aimed at construction of new social facilities, thereby stressing the teamwork of the legislative and executive branches which closely cooperate with each other.

In Sochi, this year was proclaimed as the Year of Architecture, and the adoption of the city’s Master Plan will become one of its major events.

The Master Plan will act for the following 20 years – until 2044. In total, over 770 activities on construction of social facilities and urban landscaping have been scheduled, which is a decisive step in the development of the city, because the currently valid Master Plan was adopted 14 years ago and now it cannot reflect the real state of affairs. But the most important thing is that this is a very open document which provides for compliance of the city’s functional zones to their factual use.

Q.: On the whole, what problems should be settled in Sochi in the nearest years? How can it be done?

A.: Sochi is Russia’s leading resort and a fast developing city with the permanent population of over 720,000 and more than seven million holidaymakers coming to the city every year. These are colossal figures that require development of our city. So the new Master Plan will reflect these settlements. Speaking of the main issues, the emphasis in the nearest years will be put on upgrading of the engineering networks, in particular wastewater discharge and sewage systems.

Experts say that the wear of the city’s engineering infrastructure is about 70%. The city is located between mountains and the sea which inevitably leads to regular floods and inundations. What the fast growing Sochi population really needs is up-to-date water discharge systems. These works are included in the general large-scale project of infrastructural modernisation, for which 173 billion roubles have been allocated for the period until 2030. It will help us apply a comprehensive approach to resolve a wide spectrum of water supply and wastewater discharge systems.
