Krasnodar, 17 February. Today, our interlocutor is Gleb Starkov, Head of the Krasnodar Regional Office of the Federal Antimonopoly Service. 

Q.: You have been heading the Krasnodar Regional Office of the Federal Antimonopoly Service since January 2022. What were you able to do and what challenges did you face since then? 

A.: Price setting and price control, exclusion of cartel agreements that may affect commodity markets, control of spam advertising and unfair competition, laying of gas pipelines and many other issues have been important for our office. Last year, we stated that the total number of appeals and complaints submitted to us increased to more than 45,000. We rank in the nation’s top five regions for this indicator. We registered price surges for certain commodities: sugar, car spares, and building materials. The antimonopoly authority took all measures of antimonopoly reaction which made it possible to stop the price surges for various goods, including socially important ones. 

Q.: In 2021, the Russian Government approved the National Competition Development Plan for 2021–2025. How is it coming along in the Krasnodar region? 

A.: The work is based on strategic directions for competition development and it encompasses all key industries which ensure annual growth of regional economy. The priority directions for competition development in the real sector of the regional economy include 42 commodity markets and 125 key competition development indices, allowing to more deeply work on the situation at regional commodity markets. According to the estimation of the federal Ministry of Economic Development, Krasnodar Krai has for several years been ranking in top ten regions for best support of promotion of competition – in 2021, 2020 and 2019 it came sixth, in 2018 – tenth, in 2017 – 15th, in 2016 – 21st, and in 2015 – 49th. The current development of competition under the altered economic situation worldwide is based on retention of competitiveness of the real sector of economy.
