Krasnodar, 13 January. Our today’s interviewee is Sergei Tabelsky, Regional Prosecutor of Krasnodar Krai.

Q.: Did the Regional Prosecutor’s Office check how the rights of disabled persons were observed?

A.: During the first six months of 2022, the supplier of convalescent facilities (imported diapers, napkins) within whom governmental contracts for 2022 had been concluded experienced certain difficulties due to the sanctions. Last May, these contracts were dissolved and new ones signed, some of which will last until the end of this year. At present, the construction of a new governmental contract for adult diapers for 2023 is being considered. On the whole, the issue of convalescent facilities for disabled persons is a topic of constant audits.

Q.: The amount of funding of flats for orphaned children in the Krasnodar region is five times lower than the real need for them. What response actions were taken by the Prosecutor’s Office?

A.: Whenever we take part in the discussion of the regional budget, we always put an emphasis on the need to increase the financial coverage of this expense item. In particular, in February 2022 we managed to increase that figure by one billion roubles, and back in 2021 the figure had been 600 million roubles at cost of the regional budget and 600 million roubles at cost of the local budgets. For 2023, 3.5 billion roubles have been allocated for these purposes. Still, this is far from what the real need is which exceeds 21 billion roubles. I would also like to draw your attention to the following problem: the prices for accommodation in the seaside and resort areas and in big Kuban cities are often much higher than the size of the subsidies. This is why last year we initiated adoption of the law which aimed to resolve this issue. Since 1 January 2023, a differentiated approach is being used to determine the size of subsidies to be issued to different municipalities.

Q.: How many facts of violation of housing rights of WWII veterans were revealed by prosecutors in 2022?

A.: In 2022, the housing conditions of six war veterans and members of their families were improved – they received lumpsum payments. At present, there are two widows of war veterans and members of their families on the list of persons who need improvement of housing conditions. As for the local prosecutors, they did reveal facts of violation of the housing rights of veterans. Say, three out of the eight veterans put on the waiting list in 2022 were put only after our intervention.
