Krasnodar, 11 November. Our today’s interviewee is Police Colonel Aleksandr Bondarev, Director of Criminal Office of the Chief Administration of the Ministry of Internal Affairs in Krasnodar Krai.
Q.: What are the main challenges currently faced by your colleagues?
A.: The priority direction of the intelligence and official activities are crimes committed with the use of information and telecommunications technologies that is fraudulence and money thefts from bank accounts. These crimes have in fact ravaged our society. There are lots of such crimes, including unsolved ones. However, every year we are gaining momentum on the efficiency in counteracting such crimes. We pay peculiar attention to detect crimes committed in previous years.
Q.: How did the number of crimes change this year?
A.: Usually, we do analyses for five or six years to see how the crimes curve is behaving in the Krasnodar Region. I can say confidently that the property crime detection rate has of late been growing steadily. What are at issue are flat and car thefts, armed assaults and robberies. Also we have improved the efficiency of fight with crimes against person and sexual immunity.
Q.: In the movies, criminal police officers every day risk their lives and exchange fire. How does it go in real life?
A.: Of course, field officers do risk their lives to defend citizens. Fortunately, there were no losses last and this year among our officers. But there were losses related to their professional activity – the officers who perished in road accidents while on duty. Many line officers have perished over the entire time of the work of the Kuban criminal police – but we remember all their names. There is a memorial in Chistyakov Grove where the names of all such officers are commemorated.
Q.: What methods and techniques used during police intelligence operations you can distinguish?
A.: As for the IT-related crimes, we are using rather up-to-date tools to fight them. We can keep a watch on the movement of money and electronic document flow. Besides, we have a laboratory working with human biomaterial. It helps us a lot, especially to solve crimes committed in previous years. Everyone has their own unique genetic code, which makes it possible to perform identifications successfully.
