Krasnodar, 20 October. Our today’s interviewee is Aleksei Chugunkin, Deputy Chief Enlistment Officer of Krasnodar Krai. 

Q.: Banks have been given exemption from active duty – does it mean that bank executives will not be conscripted? 

A.: I think that people tend to mix up exemption from duty and military deferment. Besides, there is such thing as deliverance from mobilisation which is granted by the conscription commission. Mandatory exemption from active duty is granted to persons who by their job or profession are included into the Russian legal basis and on that basis they are entitled for such exemption for the period of holding that job or profession. What is at issue when speaking about bank executives is deferment granted by the legislator to avoid doing harm to the financial market and bankcard payment system. 

Q.: What is the term of conscription? 

A.: At present, the mobilisation activities are being performed based on the Presidential Decree of September 21 which did not state any concrete terms. As soon as all tasks for which partial mobilisation was proclaimed are fulfilled, a respective Presidential Decree will be issued to announce cessation of mobilisation and demobilisation – so the conscription will then end. 

Q.: Both the conscripted and their relatives complain that they have to buy the military uniform by themselves. 

A.: Everything that has to be dispensed according to the rations, including military uniforms and gear, like the body armour and the helmet, will be given at the military unit. In other words, everything should be given to the conscript at his very first destination after the recruiting station. 

However, our system stays behind the order of the day, so some things to be done according to the ration (a thermo-insulating carpet, a sleeping bag, a balaclava, etc.) are now being dispensed by the regional heads. 

Q.: Haven’t you conscripted 300,000 persons so far? 

A.: We have fully fulfilled the tasks set for us – but the mobilisation process is still going on.
