Krasnodar, 1 September. Today our interviewee is Andrei Proshunin, Minister of Fuel and Energy Complex and Housing and Utilities Sector of Krasnodar krai.

Q.: What are the results of the oil refining industry’s work in the first half of the year 2022?

A.: In January – June, the total volume of crude oil processing exceeded 10.3 million tons. If compared with the same period of 2021, the figure would be lower by 14.3%. This year, Krasnodar Oil Refinery ‘Krasnodareko-Neft’ did not refine oil due to its merging with Afipsky Oil Refinery. [Now it has two oil refining sites.] In Afipsky, the company refined 2.98 million tons of crude oil, or by 3.2% less than in the same period of 2021. On the other hand, the result for the Krasnodar site was by 613.3% higher than in 2021. Ilsky Oil refinery refined 2.5 million tons of oil, or by 32.8% more than during the first six months of 2021. Slaviansk EKO Company refined 1.8 million tons, or by 3.4% less than last year.

Q.: What is the current gas penetration rate in the Krasnodar region?

A.: At present, it exceeds 85%. Currently, we are implementing the gas infrastructure expansion program. By the end of this year, the penetration rate is to grow by 6% and thereby to exceed 90%. In 2022, our companies should lay gas pipelines to the boundaries of 20,400 households; in 2023 – to 3,100 more households. Last year, we laid over 140 km of pipelines; this year, we will lay more than 180 km. In the framework of the program, over 60,000 Kuban residents have already applied for gas pipeline connection.

Q.: The most complicated situation has been in Tuapse rayon; how is it being resolved?

A.: By 2024, 17 km of an inter-settlement gas pipeline will be built in Tuapse rayon. It will allow laying gas pipes to around 1,500 households. This pipeline will also make it possible to get Krivenskoe, Krasnoe, Kirpichnoe, Tsypka and Grechesky Villages connected to the main. So far, the gas penetration rate in the municipality is 20%. As part of the regional governmental program, we are planning to lay 35 km of gas pipelines this year; thereby the penetration rate will go up reaching 35%.
