Krasnodar, 3 March. Our today’s interviewee is Pavel Zelutsky, Head of the Directorate of Economic Security and Anti-Corruption Enforcement of the regional police office.

Q.: What measures aimed at decriminalization of the alcohol market are being taken by Kuban police officers?

A.: Production and turnover of ethyl alcohol and alcoholic drinks continue to be a largely criminogenic sphere of our economy. In 2021, we put a stop to the operation of 22 illegal distilleries that produced alcohol drinks and alcohol containing products without official permits. As a result of our work, 101 economic crimes were revealed in the sphere of illegal turnover of ethyl alcohol and alcoholic beverages; 85 criminal files were submitted to courts; 113 persons were brought to liability; and activity of five organized criminal gangs engaged in illegal production and sales of alcohol products in Krasnodar Krai was documented. Over 840,000 litres of forged alcoholic drinks were withdrawn from illegitimate turnover.

Q.: How do police officers oppose ‘black’ woodcutters?

A.: In 2021, we compiled 152 administrative protocols which were submitted to courts to take decisions and bring the guilty persons to administrative responsibility. By now, the courts have passed 112 such decisions. We are working on revealing facts of illegal sales of timber abroad. Last year, four facts of illegal timber export were recorded.

Q.: What measures are taken to militate against marketing of fake banknotes?

A.: It is no doubt that the situation in this sphere remains difficult. In 2021, 1,866 facts of counterfeiting were registered – nearly the same figure as it had been in 2020. Organization of criminal intelligence is another direction of the fight with counterfeiting. Our work resulted in discovering 46 crimes and bringing 39 counterfeiters to criminal liability.

Q.: What are other so to say ‘traditional’ economic crimes in our region?

A.: Last year, our Directorate performed a largescale work in all spheres, including anti-corruption enforcement which is one of our priority tasks. To prove my words, let me show you some figures. In 2021, our officers disclosed 835 corruption crimes, including 371 crimes against state power, interests of public office and local self-governments, of which 227 dealt with bribery. Four hundred and sixty-one criminal cases were submitted to courts; 289 persons were brought to criminal liability, including 59 public office holders of regional and local levels. Besides, I would like to mention various frauds whose share reached 40% of the total number of economic crimes.
