Krasnodar, 9 February. Unified urban planning standards will be introduced in Krasnodar Krai over the next three months.

The design rules have been developed by the regional Architecture and Urban Planning Department. All municipalities will have to adjust their local construction norms to the new rules. The regional administration’s press service explained that these measures are needed to avoid overcrowding of social facilities in new residential communities. “Presently we are stating that we have done away with infill housing, however comprehensive development cannot always take into account all interests of the residents. When approving the new neighbourhood projects in municipalities, the population used for the calculations was by 25% lower than the factual one. By doing like that, we will not be able to do away with the overcrowding in schools and kindergartens. The documents give us a nice and comfortable picture, but the reality is different,” Veniamin Kondratiev said.

Ilya Pozdniakov, Head of the regional Architecture and Urban Planning Department, reported that the new requirements of calculation of the population of new residential communities stipulated for the minimum area of 22 square metres of housing per capita. The new rules also changed the standards for the road network; in particular, calculation norms were introduced for the number of location of car parking places.
