Krasnodar, 24 June. Our today’s interviewee is Andrei Alekseyenko, Vice Governor of Krasnodar krai.
Q.: Can we hope that Gelendzhik and Novorossiysk will not be facing water supply shortages this year?
A.: By now, the Troitsky Cluster Water Supply that delivers water to Gelendzhik, Novorossiysk and Krymsk has been completed by 44%. We need to reconstruct 30 km of the pipes to accomplish the project. We reckon that the water issue around the Azov Sea coast will be fully resolved in five years (including Taman – within five years, and Yeisk – in three years), and at the Black Sea coastline – within two years. However, we do not know the total price of the settlement of the water issue in these areas so far.
Q.: Are there any changes in the sphere of construction of social facilities, and when will the balance between the construction of residential property and schools become observed?
A.: It is possible to achieve such balance, but it takes time. We have defined a five-year deadline to accomplish the work that will enable to erase the problem of lacking social infrastructure in densely populated neighbourhoods. The plan for this year is 12 schools in the region – most of them will be built in Krasnodar and other big cities. In addition to schools and kindergartens built by authorities, investors should also take part in this activity. The plan for the near future is ten new schools a year.
Q.: Last year, a new general development plan was adopted for Krasnodar. What results has it shown so far?
A.: Over 60 projects have already been corrected to fit the requirements written in the new development plan. Besides, all construction permits for residential blocks that have been issued since its adoption provided for respective infrastructure and social facilities.
Q.: Will the co-owners of the long-delayed Sem Vershin Residential Complex receive compensations?
A.: No, in this case the project will be completed. The regional Construction Co-Investors Rights Protection Foundation undertakes to pay compensations only if the resumption of the construction would be more expensive. Given this, the Sem Vershin project will be completed; as for the erected blocks of the complex, now we are working on the heating issue.
Q.: What about the co-owners of the Vdokhnovenie and Sedmoe Nebo Residential Complexes?
A.: We have found investors wishing to complete the Vdokhnovenie, but while the case is being at court, the project cannot be resumed. The Sedmoe Nebo case is being at court too, despite the fact that the investor has already been found and that there is a decision of the regional Arbitration Court that acknowledges the Sedmoe Nebo a ‘long-delayed construction project.’ But the initial constructor has appealed against this decision. Therefore we still do not know the final decision of the court and when the evaluation of expediency of accomplishment of the construction project can be done.
