Krasnodar, 29 April. Our today’s interviewee is Valeri Sereda, Director of the Multifunctional Centre of Krasnodar Krai.
Q.: What are the most popular services among your customers?
A.: The services provided by Rosreestr (Federal Agency for State Registration, Cadastre and Cartography) are the most sought-after ones, namely: cadastral registration, state registration of rights to immovable property, and issuance of extracts from the Uniform State Register of Immovable Property. These are narrowly followed by the services rendered by Internal Affairs: issuance and reissuance of passports, registration of citizens, issuance of documents required by employers (police clearance certificate), etc. The services offered by the Federal Tax Agency: issuance of INN [individual taxpayer’s number], registration or liquidation of private entrepreneurship, applying for tax holidays or deductions – are also very popular.
Q.: Since September 1, 2020, the so-called extrajudicial bankruptcy can also be processed through the ‘My Documents’ Centres. Who may apply for this service?
A.: Citizens with accrued debts from 50,000 to 500,000 roubles. To apply for the service, a citizen must have a document of completed enforcement proceedings under Clause 4 of Part 1 of Article 46 of the Federal Law “On Enforcement Proceedings.” Another mandatory condition required to apply for the service is absence of any other enforcement proceedings – initiated, unfinished or outstanding after the return of writs of execution to the recoveror. It is worth considering that a citizen may apply for extrajudicial bankruptcy only once in ten years, notwithstanding the fact whether or not he or she was acknowledged a bankrupt. Up to date, 220 applications for extrajudicial bankruptcy have been accepted for consideration, and more than 2,000 consultations have been rendered by our experts.
Q.: What are the service quality improvement factors taken into account by the Multifunctional Centre?
A.: We cater for the comfort of the very process of service delivery. To improve the quality of our work, a number of factors are taken into account – the time of queuing for the service result; the service provision term; politeness and competency of the specialist receiving the applicant; the level of comfort at the premises; availability of information about the procedures for the provision of services.
Q.: Recently, cryptiobiocabins, or CBCs, have appeared in Krasnodar. What can they do?
A.: They can be used for the issuance of new travel passports. The procedure is quite simple: you come to the MFC office, get a queue number at the information desk, and then fill out the questionnaire at a one-stop window. The specialist will issue a unique bar code; then, following the voiced and visual instructions, you will scan your fingerprints and take a digital photo. Also you will have to scan the page with the photo of your national passport. Up to date, over 1,000 persons have used this service to have their biometric travel passports issued. At the moment, two CBCs work in Krasnodar, and the third one (installed at the MFC at SBS Megamall) is being prepared for work
