Krasnodar, 7 January. Our today’s interviewee is Sergei Tabelsky, Prosecutor of Krasnodar krai.
Q.: How would you evaluate the results of 2020 for the regional Prosecutor’s Office?
A.: Notwithstanding all hardships of the year, we continued our activity aimed at defending the rights of those people who needed it. Speaking in figures, I should say that this year our prosecutors detected more than 122,000 violations of law. By their initiative, 19,000 offenders were brought to account. Over 9,000 suits for the total amount of over a billion roubles were taken to court. Over 30,000 criminal and civil cases were reviewed with participation of prosecutors. I would also like to note that the Prosecutor’s Office remained a free ‘legal aid’ for the population. In 2020, our office recorded more than 220,000 appeals and complaints sent by physical persons, which was nearly by 10% more than in 2019.
Q.: Let’s turn to the rights of medical specialists.
A.: Yes, regretfully, the number of complaints and appeals submitted by medical professionals has increased dramatically. Our prosecutors detected 10,000 facts that showed violations of labour remuneration regulations, including in medical institutions. To eliminate them, about 1,800 suits were submitted to courts, nearly 800 persons were brought to administrative account, and 21 criminal cases were filed. We detected over 100 violations of medical workers’ labour rights and presented 24 pleas. Thereupon, stimulating payments to the amount of over 15 million roubles were charged to them. Apart from that, we put an end to facts of illegitimate withdrawals from payments due to doctors working with coronavirus patients and personal income taxes to the total amount of more than 500,000 roubles.
Q.: Did the regional Prosecutor’s Office run audits of purchases of artificial lung ventilation apparatuses?
A.: Yes. The federal budget had assigned 60.3 million roubles to the regional budget to buy 30 lung ventilators, but the regional Ministry of Health Care bought only 25 ventilators to the total amount of 59.1 million roubles – that is, the terms and conditions were not fulfilled.
Q.: Who were ultimately charged with accusations after the fire at Utrish Reserve?
A.: The analysis showed that the human factor had become the cause of the fire. Besides, miscounts in the work of the existing system of warning and liquidation of forest fires were found. By now, forty tourist infrastructural objects built in Bolshoi Utrish Sanctuary without permission have been liquidated by the Ministry of Nature; over 140 administrative cases have been filed regarding the facts of violating the rules of fire safety in forests.
