Krasnodar, 11 June. Q.: The pandemic has destroyed lots of plans. Has it affected the construction of the transport corridor from Volodarsky street via Tikhoretskaya street to the exit to M-4 Don highway?
A.: This is one of the largest projects in the city, and its deadlines will not be postponed. Now the design and survey work is nearing completion. The financing of the project has not been suspended yet. This is one of the most important and much needed thoroughfares, another entrance to and exit from the city.
Q.: The areas of the White Arrow Turbodrome and the former Car Market at Voronezhskaya street are considered some of the most dubious parts of the city development plan. When will these sites be built up and what with?
A.: The territory of the turbodrome is owned by a legal entity. Bank credits have been received for the construction works on this site. According to the city development plan it is a sport and recreation zone, so no residential buildings can be built there. It will remain a sport and recreational zone, whoever will be its owner: a private person, the municipality or the region. Currently we are working on the problem with the car market. We have an idea: Krasnodar hosts many openair activities, and this would be an ideal site for them. What is needed is to build the needed facilities there: the stage, some elements, and to supply electricity. This is a convenient spot, with public transport and a parking lot. It may become the venue of various concerts and festivals, because there are no residential buildings nearby, so the music would not be disturbing anybody.
Q.: How did the fight with COVID-19 affect the city revenues?
A.: Yes, the situation is difficult. The budget got by 1.3 billion roubles less than it had been planned. We estimate that by the end of the year the budget shortage would be about 2.4 billion roubles, and this is an optimistic forecast.
Q.: What projects have been postponed?
A.: Now we are considering the projects according to their importance and vital necessity. For instance, recently we took a decision on one of the long-awaited projects – the construction of an embankment along the Kuban River from Yubileiny neighbourhood till the Turgenev Bridge. The project will be postponed for the following year. As for another long-awaited project – the construction of a new tramline along Moskovskaya street from Solnechnaya till Metalnikov streets – it will not be frozen; quite the contrary, we will be doing our best to begin its construction this year. There are other expenditures that will not be reduced – it’s the construction of social facilities: schools and kindergartens will be built according to schedule.
