Krasnodar, 9 January – Yug Times. Our today’s interviewee is Sergei Tabelsky, Krasnodar Regional Prosecutor.
Q.: Proceeding from your supervisory practice, what was the prevailing type of corruption this year?
A.: This year, we came across cases of petty and business corruption, kickbacks, administrative pressure, and other forms of the governmental officials’ misuse of their competences for selfish interests. The regional Prosecutor’s Office paid separate attention to the fight with bribery as the most threatening form of corruption. During this year, we registered over 370 facts of bribe-taking, of which 77 cases (20.6%) were petty bribes – including 24 in penitentiary, 18 in law-enforcement, and 16 in educational spheres.
Q.: In which municipalities is the problem of embezzlement of public funds particularly sensitive?
A.: I should say that legal relations related with application of the budget money, including central and local government procurement, are quite sensitive for the entire region. The biggest amount of corruption-related offences connected with embezzlement of budgetary funds were recorded in Goriachy Kluch (9), Kalininsky (58), Otradnensky (12), Uspensky (9) and Ust-Labinsk (8) rayons.
Q.: How does the Prosecutor’s Office supervise the implementation of the residential houses overhaul program?
A.: I should say that this issue has been a focus of much attention by our agency.
In 2019, regional prosecutors detected more than 400 violations of law in this domain. They organised 23 procedural checkups and instituted 4 legal proceedings. For instance, a criminal proceeding was filed against the ex director of the city department of housing and communal services in Gelendzhik for negligence which showed up in his failure to take time-bound measures to organise overhauls of high-rise houses in the city.
A criminal proceeding has been instituted against the deputy director of the Krasnodar municipal residential property agency following the consideration of the materials submitted by the city Prosecutor’s Office.
Q.: Another recent example of illegal activity is delivery of illegally quarried stone for the construction of the western pier in the port of Novorossiysk. Have any response actions been taken with regard to this and other similar cases?
A.: As a result of our response actions aimed at elimination of legal abuses discovered in the quarrying industry, the regional Ministry for Natural Resources prematurely cancelled the licence of Nerud-AO, the company engaged in unlawful development of the high-lime-content marl deposit at Aderbievka; administrative actions were taken against the liable persons.
