Krasnodar, 15 November – Yug Times. During the first half of this year, the insurers reportedly submitted 1,115 statements of fraud to the law enforcement bodies of Krasnodar province. That figure made up 17% of the total number of such statements submitted nationwide (6,557 statements). Commenting on the issue, Sergei Yefremov, vice-president of the Russian Union of Vehicle Insurers, notes that 90% of all cases of fraud registered by the insurers are swindles on third-party liability and Casco insurances.
In Krasnodar province, the situation with insurance frauds during the first half of this year worsened, if compared with the same period of 2018.
First of all, the amount of an average claim payment increased to 131,900 roubles in Krasnodar province (compared with 71,000 roubles nationwide). Many payments were performed by court decision: 33.1% in Krasnodar province, against only 8.8% nationwide.
According to Me. Yefremov, in January - March 2019 Russian insurers filed 3,444 statements of fraud, of which about 20% turned into criminal cases. In the Southern Federal District, the figures were 1,095 statements of fraud, of which 16% were requalified as criminal cases; in Krasnodar province - 681 cases, of which only 9% turned into criminal cases.
What local insurers are most of all scared of is the situation when the insurers’ clients learn of huge recoveries received from the insurance company as a result of fraudulent operations and machinations with expert examinations: “The swindlers are buying out the insured cases right on the road after the accident, and perform fake expert examinations. With the results of these examinations, they go to court which exact recoveries that are three, five or even ten times higher than the sums these swindlers paid to the insured persons,” Aleksei But, director of Krasnodar branch of RESO-Garantia insurance company, explains. “But the thing is that this is taxable money. The insurance companies report the sums allegedly received by the insured persons but in fact by the swindlers, to the tax authorities. Then our clients get tax orders that often are much higher than the money [they got from the swindlers].” People sometimes even do not understand what these tax liabilities are all about. Only when they study the situation, the insurers become aware of the sums they received when they sold out their case.
