Krasnodar, 29 August – Yug Times. Kuban Governor Veniamin Kondratiev explains how federal programs are implemented in the region, and what has been changed in the approaches to the work aimed at development of the economic and social sphere. In the framework of national projects, 46 regional programs have been developed in Krasnodar province. Their total cost exceeds 24 billion roubles. A lion’s share of this money is sent to resolve social issues. Our today’s interviewee recounts the key aspects of this work.
Q.: There are many plans regarding national projects. Does the region have enough resources to make them come true?
A.: No doubt, we do have the resources we need. We have money required to fulfil the tasks – this year, we are going to spend over 24 billion roubles for the implementation of the national projects. As on now, about 30% of the budget has been spent. The leaders are demography, safe and high-quality roads, digital economy, education, accommodation, and urban environment.
I want to stress that prompt fulfilment of national projects to a great extent depends upon local authorities. We must not let that someone’s sluggishness, indifference or poor professionalism should affect the observance of the deadlines – the more so, because for municipalities, the fulfilment of national projects is a unique chance to get a new impetus for development in all spheres.
Q.: Can you single out the main aim of the implementation of the national projects in our region?
A.: Yes, I would call it a leap forward in economy. The projects relate to most important industries operating in the region, and by our activity we must bring them to a completely different level of development. In the context of the national project, “International cooperation and export”, we will have to augment the export volumes of our agricultural products to USD 3.8 billion by 2024.
Digitalization of economy is another very important factor. Our main task is to get the share of households having access to high-speed Internet reached 97%, and that of entrepreneurs – 100% by the year 2024. Within the framework of the corresponding national project and in accordance with the Presidential decree, at least 25 million people must get involved in the sphere of small and midsize businesses by the year 2025. The number of inhabitants of our region engaged in small and midsize businesses must grow to a million by 2024. Now there are 750,000 small and middle entrepreneurs and their employees in the region.
On the one hand, I can see our task as helping the beginning businesspeople, and on the other hand as bringing those who already work half-legally out of the shadows. We must create paying, beneficial conditions for them. And we do have mechanisms to do it – like the regional Microfinancing Fund. To be able to apply to the Fund, one should be an officially registered entrepreneur.
