Krasnodar, 21 February – Yug Times. Our today’s interviewee is Marina Yefimenko, Legal Vice Director of the regional State Labour Inspection.

Q.: What did the employees’ complaints about their employers look like in 2018?

A.: Currently, a person has lots of possibilities to open any website and ask their question or get advice there. Speaking about figures, in 2017 we received 13,825 applications; the figure for 2018 was 16,538. Two thirds of the complaints had to do with remuneration of labour - that is, what people are interested in most of all is the financial aspect. Some of the complaints referred to illegal labour relations. It’s like ‘I worked there and there, but I was never paid’, or they wrote that they had not signed any labour contracts or that they did not know that the contract had not been signed. This is how it works: unfair employers took the [new employee’s] service record book but they never filled it out. Or - they signed a [labour] contract but did not give [a copy] to the employee - all these facts should be an alarm bell for the employee who should begin to think that he might be deceived. Of course, we do run check-ups, but it’s not always possible to establish the fact of labour relations.

Q.: What other governmental agencies does the labour inspection collaborate with?

A.: Our most frequent partner and helper is the regional prosecutor’s office. In many cases, it is only owing to them that justice may be restored. We also closely collaborate with the tax inspection. With the regional Ministry of Labour we work when we deal with complaints about backpays, and they help us legalise labour relations.

Q.: How long does it take to check the complaints?

A.: It depends. For instance, if somebody was not paid when leaving their work, our inspector asks for a documentary check-up and gets the needed information immediately. Such complaint may be considered within a week. However, there are very complicated check-ups. A complaint may deal with several issues, and we cannot close the case until we have resolved all of them - and it may take two months or so.
