Krasnodar, 29 January – Yug Times. Over the five years after the introduction of above-ground car parks in Krasnodar, 215 lots for 7,017 vehicles have appeared in the city. According to the city Department for Transport and Road Facilities, their number is to reach 8,000 places by the end of this year.
Certain positive results have reportedly been achieved as a result of the introduction of parking fees and regulation of the duration of parking. First, the overall traffic situation has improved, the number of traffic jams has decreased, and the average speed of the moving vehicles has risen. Second, the townspeople have become more used to using public transport. Third, the number of violations of the stopping and parking rules has significantly decreased.
However, the city authorities have not managed to get the right to issue bills for the drivers that parked their cars at open-type car parks, i.e. not furnished with barriers, but did not pay for the parking. But the situation may change this year. Recently, the State Duma approved amendments to the Administrative Code that will give local authorities the right to get car owners’ personal data. These amendments are to be enforced in June 2019.
