Krasnodar, 18 January – Yug Times. The recent regional competition “Kuban Leaders - Movement Upwards!” has reportedly shown that the young managers of the Krasnodar region are well prepared to apply their skills in public administration. The Yug Times has asked ten winners of the competition how their commercial experience may help them in their managerial activities.

Sergei Grabsky, 35, General Director, Architecture. Restoration. Technology Ltd:

“I have an impression that what administrative activity lacks is project management, something that works well in a well-regulated business - so this is what business managers may add to municipal and governmental administration.”

Yevgeni Kokora, 46, Deputy Director, Gorny Rodnik (‘A Mountain Spring) Cultural and Enlightening Centre, Novorossiysk:

“I believe that the very leadership culture of the municipal work must be changed. The format of the Kuban Leaders [competition] has shown that it is teamwork without a legitimate and vividly expressed leader that is most welcomed for a team. And this proves efficient. Regretfully, in an administration it’s the head or his deputies that as a rule take all decisions, while all other staff would merely fulfil them.”

Daniil Boyarinov, 31, Area Manager, L’Oreal:

“I don’t think that it’s more difficult to work as a businessperson, or as a governmental official - these are just two absolutely different spheres. Companies invest in the development of their employees’ skills, and they get a positive effect - but I believe that this is not the case for public administration. On the other hand, it’s standardisation of rules that the business sector may learn from the government.”

Ruslan Rempel, 39, Legal Department Manager, Afipsky Oil Refinery:

“Public work is more difficult - there are fewer opportunities and more obstacles for self-realisation, while the tasks are very much alike. Responsibility before people is also of a big importance - a governmental official may not always be entitled to take the right decision to ‘close’ the issue.”

Yuri Zobov, 40, Commercial Director, Moscow Tool Works:

“I believe it’s somewhat simpler to work in business - for there are fewer rules and a different responsibility there. You are responsible for your own business and your team only. In public administration, you can’t let people down. On the other hand, in business, a customer votes with his money - and you will feel it at once, while the feedback looks more complicated in public administration.”
