Krasnodar, 15 November – Yug Times. Police Major General Aleksandr Kapustin, head of the regional Vehicle and Traffic Control Police.
Q.: This year’s high tourist season in Kuban is over. What are the results of the summer from the viewpoint of road safety?
A.: In summer, the traffic volume at the entrance to the Krasnodar region from the Rostov region becomes three times heavier – from 6,000 vehicles a day in February up to 18,000 in July. At weekends and on official days-off, the figure rises up to 25,000 vehicles a day – and 70% of them head for the Black Sea coast. What is more, the number of the vehicles registered in the Kuban region also rises constantly. Say, in the first half of 2018, the increase was 48,000. Naturally, all these factors affect the situation on the roads. Over nine months of 2018, the police officers registered over 3.6 million violations of the traffic rules, or by 33% more than last year. They registered more than 5,000 road accidents (+11.2%). The number of injured persons grew by 14.1% and exceeded 6,300. Fortunately, the number of deaths reduced by 6.4% to 715.
Q.: To decrease the number of traffic jams when the number of vehicles increases – especially during the holiday season – all road works are suspended in the region. However, it never helps get rid of the jams. Why?
A.: The situation is that the parameters of most roads leading to the seaside are not meant for such a high flow of vehicles. This is why, we have to manually control both the vehicle and the pedestrian traffic in places with low traffic capacity.
Q.: Is there any remedy that may help get rid of traffic jams?
A.: The only cardinal solution is to reconstruct the roads and enlarge the number of lanes, to construct detours of settlements, overhead and underground pedestrian crossings.
