Krasnodar, 28 August – Yug Times. A peculiar role in the sustainable development of the Krasnodar region and Adyghea is reportedly given to two areas with dense gathering of inhabited localities. Two agglomerations have been singled out in the Krasnodar region - Krasnodar and Sochi. They will be formed around the respective cities and will become the attraction centres for the dwellers of the neighbouring municipalities. Such aggregation would not be a painless process, but it is to bring significant dividends to all its inhabitants. The Strategy of socio-economic development of the Krasnodar region until 2030 has determined the role of the Krasnodar and Sochi agglomerations. The former is to become the business, financial, scientific and communication centre of the region, and the latter is to be a health centre with efficient economy.
Altogether, seven economic zones have been distinguished in the Krasnodar region. Most of the areas will be united as equal partners. The first such ‘merger’ has already occurred - a number of large seaports and popular seaside resorts have formed the Black Sea Economic Zone. Despite its resort status, Sochi stands aloof. Its role, as that of Krasnodar, is too high: it has been the venue of numerous business, political, sport and other events of national and international scale.
Urbanists state that agglomerations are hard-manageable systems, whose formation is always connected with some territorial injustice: the centre will always get more taxes and preferences, while the suburbs will benefit from clean air and quietness. Nonetheless, it is necessary to unite the territories. The experience of the two Russian capitals shows that the agglomerations are becoming large financial and business centres, full of cultural life, new forms of cooperation between the business circles, the authorities and the society, and, what is most important, where positive investment climate is being formed. It also means betterment of life, which is ultimately the main goal stipulated by the regional Strategy-2030.
