Krasnodar, 24 August – Yug Times. Russian Ministry of Construction plans to provide 60% Russian cities with comfortable and auspicious environment by 2024. Several billion roubles have been allocated to help achieve the goal.

The federal priority project “Formation of Comfortable Urban Environment” was launched in Russia last year. Its declared mission was to make the apartment houses’ yards and public spaces comfortable for people. The results are quite promising: for instance, eight courtyards uniting 80 high-rise apartment houses, and five public gardens were tidied up in Krasnodar in 2017.

All Russian regions are reportedly involved in the federal ‘clearout’. In order to understand what and where needs repairing and restoring, the federal Ministry of Construction and Housing and Communal Services proposed to cast an integrated glance at the situation to distinguish typical ‘pain spots’ of the Russian cities. That was how the Urban Quality Index was developed. Its purpose was to point to the drawbacks that need to become a priority care of local authorities. The current index for Krasnodar, which is one of the most attractive destinations for the re-settlers nationwide, is 166, which is an average satisfactory mark.

As for a ‘good’ mark (201 to 250 points), Moscow has for the time being the only city that was able to deserve it. No one Russian city has been given an ‘excellent’ mark so far. In the meanwhile, Ministry of Construction and Housing and Communal Services is developing new indices and criteria for the cities to comply with to qualify for federal financial backup. For instance, IQ indices will be introduced for Russian cities in July 2019.

“A smart city is the next stage of our work with urban environment that will show the places comfortable for living due to the use of up-to-date digital technologies and innovative solutions,” Deputy Minister Andrei Chibis says. “We are keeping a list of indicators of smart cities, needed to assess their IQs. For us the main thing is not the initial figures but the dynamics - that is, how urban authorities work to develop their municipality.”
