Krasnodar, 19 April – Yug Times. The players of the hotel market expect to get superprofit from the football fans.
Before the World Cup the federal authorities banned the hotel owners to ask unreasonably high prices, but many of them are ignoring the demand. Since the beginning of the year, Krasnodar region was the fourth top Russian region (narrowly following St. Petersburg, Moscow and Kaliningrad region) as for the number of violations of law revealed by supervisory officers.
Maximum permissible prices were established by the Russian Government in 2016. It also charged several agencies to monitor the hotel prices: Federal Antimonopoly Service, Federal Agency for Tourism, Federal Service for Supervision of Consumer Rights Protection and Human Well-Being and regional executive powers responsible for the development of spas and resorts. In Krasnodar region, it is Ministry of Resorts and Olympic Heritage.
The Government’s sanctions are quite tough. Twice a month, Federal Agency for Tourism enters the infringers’ names in the ‘blacklist’, which may result in image losses (at the least) or even quite a high penalty: from 200,000 to 500,000 roubles, depending on if it was a recurrent violation and if the violations were repaired after the first warning.
Total checkups have become a usual thing. Federal Agency for Tourism stated that their inspectors had detected three hotels charging excessive prices in Sochi - for instance, the Tsvetnoi Hotel was quoting a price that was by 193% higher than the officially established maximum: 8,800 roubles for a room instead of 3,000. Another infringer, the Vekar Guesthouse’s prices were 33.3% higher than the Governmental maximum: 4,000 roubles instead of 3,000. The third abuser of the Governmental resolution was Imperia, a three-star hotel, whose quotation exceeded the maximum price by 19%.
