Last week, the regional branch of the All-Russia Popular Front held a meeting devoted to the situation with paid parking areas in the region. However, most of the main questions worrying the local motorists were never asked.
The situation with the car parks in Krasnodar is known to drive interest of the community, authorities, law enforcement bodies and even contractors of the Gorodskie Parkovki Company (The Yug Times has more than once touched upon the subject). At the meeting, the latter was represented by its General Director Aleksei Berdnikov. The conversation did occur, but its results cannot be called satisfactory.
In the end of 2013, Gorodskie Parkovki signed a seven-year contract with Krasnodar Mayor’s Office, according to which the company was to be entitled for 90% of the proceeds coming from the paid car parks until it fully covered its expenses spent to organize the parks. The city, accordingly, was to receive the tiny 10% of the money. Only when the contract was to expire, all car parks would become property of the city and all money would start going into the city budget.
It is strange, but the city authorities keep on stating that they are quite happy with the situation with the car parks - despite the fact that last year, when then Mayor Vladimir Yevlanov reported “with satisfaction” that Gorodskie Parkovki received 90 million rubles, and the city budget - 9 million, he was immediately told that there was nothing to rejoice in. Governor Veniamin Kondratiev reminded that car parks did not open from scratch - in fact, it was formerly free space that became paid car parks, and what is more it was the budget that gave money to organize them.
For nearly three years, the proceeds from the paid parking areas have reportedly reached 175 mil-lion rubles, of which Krasnodar city budget has received only 17.5 million.
By the way, a year ago Mr. Kondratiev instructed his deputy Andrei Alekseyenko to verify the subject of the investment contract signed between Gorodskie Parkovki and Krasnodar Mayor’s Office. As far as we know, the assignment has never been fulfilled.
