ЮГ Times. Three previous convocations in a row, Eduard Idrisov headed the Citizens’ Supervisory Commission of the Krasnodar region. Although presently he does not work in the Commission any more – the same person cannot be its member for more than three times – in his interview given to The Yug Times, Mr. Idrisov tallies up the results of its work of the previous convocations.

Q.: What in your opinion was the most important achievement of the previous convocation of the Citizens’ Supervisory Commission?

A.: We succeeded to have those detained for a term over three hours fed. It had really been a problem before. Now the detained persons do not complain of the refusal to make a phone call – it was quite an issue in the past.

When we were just beginning our activity, the prices in the shops opened at penal colonies, where the convicts bought food and basic commodities, were often held up too high. The administration of the regional department of the Federal Penitentiary Service paid attention to our remark and corrected the situation.

Q.: Were there such cases when Commission members were not let in?

A.: Not that they were denied access – although several times some ill-grounded delays did occur, when on the pretext of some internal operative measures the officers claimed they could not fully guarantee our safety.

Q.: In which penitentiary establishments the custody conditions were far from civilized?

A.: There are penitentiary establishments located closer to where most of the Commission members are based – so it’s natural that they would be checked more frequently; like the Detention Centre No. 1 in Krasnodar.

The main problem of this detention centre is overcrowding, lack of sleeping places – so the people that have not yet been acknowledged criminals by court have to sleep in turns.
