ЮГ Times. Kuban experts are of different opinions as regards a new tax to be collected from the holidaymakers.
The proposed resort fee would very unlikely be able to help develop the infrastructure of the Kuban seaside resorts.
It is not for the first time that this mandatory tax is to be introduced in Russia. Now the initiative coming from Governor Veniamin Kondratiev was backed by President Putin.
“At the very beginning of the 1990s, [Sochi City Council] deputies decided to resume the Soviet experience and introduce a resort fee to be paid by the holidaymakers,” recalls Hainan Bochkarev, an ex-deputy of the City Soviet (Council). “After the first summer season, we wanted to know where the money had gone but learnt nothing - the fee had as if dissolved in thin air, but had most probably settled in the pockets of the sellers of the tours.”
The political scientist Aleksandr Topalov holds a different opinion. He was quoted as saying to the Yug Times that the suggestion to introduce the resort fee “seems logic. The inflow of tourists is growing, so is the infrastructural load. And it is the [Krasnodar] region that must alone settle all issues related with such expansion and maintenance of the infrastructure. So an additional source of budgetary revenue may help correct the situation.”
