Artisans reportedly met in Krasnodar to declare their discontent with the quality of governmental support and indistinctness of their entrepreneurial status.

Such announcements were made at a roundtable held in the framework of the recent fair of handicraft works. The parties to the discussion were artisans and officials of the regional legislative and executive powers. One of the main problems was alleged unwillingness of the artisans to register officially as entrepreneurs.

In 2011, the Krasnodar region was one of the first regions to have adopted a law on handicraft. According to it, the regional budget may support only those artisans who got registered as private entrepreneurs or legal entities. But handicraftsmen with their low and irregular income said such way of activity was extremely bad for them - for they had to pay significant sums into different off-budget funds and regularly pay taxes.

Currently, an artisan has to buy a patent that in Krasnodar costs from 18,000 to 54,000 rubles a year, depending upon the format or kind of entrepreneurial activity.

Artisans are known to be creative personalities who love what they are doing, but as a rule they have very low incomes. For instance, a potter that makes ceramic vessels at his home studio may get some 10,000 to 15,000 rubles a month from selling them.

Now the situation is that many artisans simply have to work ‘in shadow’.

The situation may change for the better soon: the State Duma is to consider a draft law that, if adopted, would grant a special status to artisans.
