A half of the developers are failing to comply with the requirements on the construction of public sports grounds.

The regional Department for Architecture and Construction has opened a ‘black list’ of the areas that fail to comply with the requirements with regard to the construction of public sports infrastructure.

“We have inspected 256 blocks of flats in 12 municipalities [of the Krasnodar region] and found out that only 131 of them are equipped with sports grounds,” Yuri Rysin, regional chief architect, said.

“The most vivid example is Krasnodar. Out of the 165 flat buildings commissioned in 2015 in the city, only 97 had fulfilled this requirement, i.e. [only] 59% of the new buildings complied with law.”

Still, the state of affairs in some other municipalities is reportedly even worse.

There were no public sports grounds observed in Goriachy Kluch (21 new buildins), the Tuapse (8), Temriuk (4) and Krymsk (3) rayons.

The bright spot on their background was Armavir, whose 2 newly erected blocks of flats were equipped with sports grounds.

The regional authorities have charged the Krasnodar regional branch of the State Construction Supervision Agency to control the situation and punish the law breakers.

However, the penalties that may be imposed on them are at the moment nothing else but ridiculous – 200,000 rubles, a drop in the ocean for multimillionaire businesses, whereas to construct a simplest sports ground would cost them much more.
