Q.: How would you assess the current state of financing of the non-profit sector? 

A.: The Civil Society Development Centre has been operating in the Krasnodar region since 2022. Over this time, approximately 1,500 projects have been submitted by non-profit organisations from 44 municipalities. A total of 645 initiatives aimed at providing a positive impact on the quality of life of local population became prize-takers. Grants totalling 738 million roubles were awarded for the implementation of socially oriented projects. 

The volume of the 'grant basket' seriously increases every year. For instance, in 2023, the total amount of grant support for non-profit socially useful projects exceeded 256 million roubles. In 2024, the funding was increased to 500 million roubles, which will further strengthen the level of support for NPOs. 

Kuban NPOs can also go in for competitions announced for NPOs by the Presidential Grants Fund, and apply for grants of the Presidential Fund for Cultural Initiatives. 

For over five years, the Krasnodar region has been implementing an initiative budgeting programme involving NPOs and citizens' initiative groups. This programme empowers residents to independently propose projects they deem important to solve the infrastructure problems, and to receive funding for their implementation. 

Q.: What organisational problems do NPOs face? 

A.: Firstly, it is noteworthy that one of the main organisational problems faced by NPOs in their activities is the lack of competencies and low level of qualification of their staff. For example, organisations often face problems with document management and lack of understanding of a number of legal aspects of their activities. There is also a lack of expertise in fundraising and financial resource management, which results in the shortage of additional funds for implementing projects and ongoing activities. This can also include a general lack of activities to build up communication with potential partners.
