Yuri Siusin, expert in the insurance sphere and volunteer human rights activist, addresses federal power and draws their attention to the critical situation in the sphere of mandatory MTPL insurance. “I am trying to tell it to the whole world - but only to get formal replies from top officials.
“I must confess that I am an incurable optimist. Maybe, not all will understand me, but I live by the dream from an old song saying, ‘I love you, life, and I want you to become better’. “I believe that the main problem with MTPL insurance lies in permanent law-breaking in favour of the insurers.
“With the aim of protection of interests of consumers (car owners and injure persons), Article 8 of the Federal Law no. 40 adopted in 2002 states the following: ‘The part of an insurance premium directly meant to perform insurance indemnity and compensatory payments shall not be less than 80% of the insurance premium.’ Meanwhile, the initially overpriced insurance policies is becoming higher - and without concern for the payments, whose part has lowered to 65%.
“Despite the fact that the State Duma deputy Viacheslav Lysakov blames the insurers for larceny and the authorities for inactivity, nothing happens. What is more, the insurers have again received an opportunity to raise the price of insurance policies! “It seems that the only means to change the situation is the political will of the top national leader. As soon as President would shout at the insurers and their lobbyists, they would come to their senses and begin to carry on adequate pricing policy. However, even in that case it would not last for long - soon they would think up something else.
“This is why, what we need is the toughest possible control - from the very top of the state power hierarchy. This is the only way to convert MTPL insurance from a source of easy money into a sought-after and useful financial tool.”
