Krasnodar, 31 July – Yug Times.The authorities insist that each construction project must provide for availability of car parking places. Such measure is thought to clean the courtyards and adjacent streets off the cars parked elsewhere. However, on the one hand, it is quite expensive and needs additional investment to build parking lots in a city; on the other hand, the customers that have already paid a lot for their future flat are not willing to pay extra money for the parking space. As a result, the construction companies’ expenses are never repaid. At the same time, a federal law stipulates that every high-rise project should provide for at least 0.3 car places per flat. What is more, municipalities have the right to make this standard even tougher - and in practice the norm is much higher. For instance, the standard for Krasnodar is 0.75 car places, and Gelendzhik it is 0.5. Naturally, the construction companies do not like this constraint: the land in the cities is extremely expensive, so they do not want to assign a football-pitch-size land plot for car parking. A multi-layer parking could be an alternative choice, but one car place there costs about 500,000 roubles.
It was no wonder that when at the beginning of the year the city legislative body in Anapa amended the local cityplanning rules, the developers were shocked: now they had to plan one parking place per flat, compared with 40 parking places per 1,000 inhabitants in the past. The developers assured that if this standard would be adhered to, the housing projects would become much more expensive.
