Krasnodar, 4 July – Yug Times. At the second session of the Council of Lawmakers of the Krasnodar region of the current sixth convocation of the Legislative Assembly held on June 29, the MPs reviewed the amendments to the Federal Law No. 44 on public purchases. According to the Chairman Yuri Burlachko, the bill on public purchases needs changes, because quite often the entire process of purchases slows down due to complications in government biddings, so that many issues of vital importance cannot be resolved in time. Apart from that, the quality of the products to be purchased is also hit by that problem, in particular food products meant for social institutions.
Another issue discussed at the session was that of wine quality. The deputies noted that licencing of the so-called ‘garagistes’ remains a tough part of the federal law. Presently all licences are issued in Moscow only, by the Federal Service on Regulation of Alcohol Market. Not all winemakers can afford to bear the expenses forced upon them. Currently only three Kuban garage wineries have managed to get the document, and only 15 wineries in Russia on the whole.
The deputies suggested that the problem could be resolved by handing the competence of issuing licences over to the regional level. It will help garagistes legalise their activity and promote it nationally and internationally. The Kuban deputies also proposed to restrict sales of alcohol drinks in the stores located in high-rise houses, and to oblige the sales personnel to check the IDs of the customers if they doubt their age.
The deputies also stated that Kuban as a resort region needs new ambulance cars. Due to the opening of the Crimean bridge, thousands of Russian holidaymakers will be heading to Crimea via Kuban, and the load on the local hospitals will grow.
