Krasnodar, 17 May – Yug Times. This year, the regional legislative and executive powers have adopted new framework for the construction business. The amendments to local laws make it possible to consider that the problem of deceived flat owners in shared construction projects will be resolved within the nearest two to three years, and the construction market will become more stable and healthier. As on the beginning of 2018, there were about 40,000 deceived flat owners in Russia (one sixth of them lived in the Kuban region) that had invested in 836 construction projects in 69 Russian regions.
Kuban became the first Russian region to have adopted a law that set forth new construction rules for blocks of flats. The regional parliament adopted the law providing for additional protective measures for the people that were harmed by dishonest constructors. In particular, the construction companies that are assuming the obligation to complete the long-lasting construction projects will be granted a number of privileges. The new law also provides for a possibility to cease the constructing company’s rights for the land parcel if the building has not been commissioned within six months after the scheduled construction completion date.
The list of other important measures taken at the regional level includes the so-called ‘roadmap’ that is being developed and realized on each long-lasting construction project; a series of criminal cases filed against the local officials that issued permits for these projects (a special taskforce is being formed at the regional police to deal with the crimes in construction sphere); and formation of special teams charged with protection of the deceived flat owners’ rights (these teams will consist of public activists, local officials and prosecutors).
