Krasnodar, 30 September – Yug Times. Aleksei Krylovsky, Managing Director of the consortium of Leontiev Centre — AV Group, speaks about the never-fulfilled potential of municipalities, efficiency of mega-clusters by the example of Hollywood, and the role of the Kuban region in the development of South Russian economy. According to the authors of The Krasnodar Region — 2030 development strategy, our region will be the center of the Southern pole of development, the region of ‘smart’ cities and villages convenient for the people’s life and preserving the cultural traditions and the wildlife. The achievement of the goals will become feasible thanks to such drivers as transportation logistics, agro-industrial complex, resorts and tourism.
Q.: What would the Krasnodar region look like if it would develop according to the strategy elaborated by Leontiev Centre?
A.: The main strategic goal we have developed together with the local people and regional authorities sounds as follows: “Krasnodar region — 2030 — a global, sustainable and compatible region of smart, healthy and creative people. A magnet for the talents and entrepreneurs, the leader of the Southern pole of development.” The region has been moving towards this goal for quite a while by working in the following four priority directions: agro-industrial complex, resorts, tourism and transport. Our strategy provides for the acceleration of the industrial progress and social sphere. It is the quality of the human life that will determine whom we will be able to retain in the region and whom to invite to live here, with whom we will unite in the vast expanses of South Russia. This is because the Southern [development] pole is making the biggest progress in the country now - so the highest economic growth and volume of future investment will occur here too.”
Q.: What are the techniques Leontiev Centre uses to develop the Kuban — 2030 strategy?
A.: What we are developing is a ‘live’ strategy that will not merely be a high-quality document but a successful management system for our future life, and will help ensure long-term development, ‘changing with the changes.’
We apply the system methods of AV Region Galaxy Model, developed by AV Group based on the theory of interregional and global competition and regional development invented by François Perroux, Michael Porter, Joseph Alois Schumpeter and others. It is worth mentioning that the strategy does not take the Krasnodar region as an isolated region — on the contrary, it provides for its integration with other Russian regions.
Q.: Why so?
A.: Because presently the development of the Southern and the North Caucasus Federal Districts depends much upon the development of the Kuban region.
The Krasnodar region plays a great number of international and federal functions, like transportation and export of strategically important goods, guarantee of the country’s food security, integration of Crimea into the Russian economic space, and organization and holding of important political, economic, cultural and sport activities.
